DHS Adviser Launches Social Media Site For Police Officers

BlueLine is a site created by former New York City police commissioner and Los Angeles chief of police Bill Bratton that will allow officers to “share their expertise, insight and information securely through video, instant messaging, videoconferencing and screen share capabilities.”


According to Bratton Technologies (BT), “BlueLine is a force multiplier for law enforcement officers — creating opportunities for members to collaborate, share insights and learn from one another. Video conference in real-time with peers, mentors and partners. Create a group discussion as a thought leader, or join one that is specific to your interests or expertise.”


Bratton is a board member of Motorola Solutions (MS) and has had the corporation invest millions of dollars into connecting the police force and MS.


With experience in corporate and government agencies, MS has launched a connection between information, intelligence and public safety with regard to policing services.


Bratton is also the vice chairman of the Homeland Security Advisory Council (HSAC).


The HSAC “provides advice and recommendations to the Secretary on matters related to homeland security. The Council comprises leaders from state and local government, first responder communities, the private sector, and academia.”


At the International Association of Police Chiefs’ (IAPC) annual conference, Bratton will unveil the first social media just for cops .


Bratton believes that since 9/11, local, state and federal law enforcement must have a place to come together and swap intelligence and information to fill “a big void.”


Bratton explains: “Our intent is to have officers locate their counterparts and closely interact with each other on a number of topics such as gangs and counterterrorism as well as share their best practices and strategies.”


Compstat was co-created by Bratton to assist police departments in mapping major cities to assist in designated high-crime regions.


Los Angeles, New York and other big cities are being tested; using the system to give police direct access to crime ridden areas.


The University of Southern California (USC) campus police are also testing BlueLine to connect with the LAPD and LA County sheriff’s office.


Sean Malinowski, captain of the Los Angeles Police Department (LAPD), who oversees a group that is beta-testing BlueLine, said: “We’re already seeing a lot of potential with it,” Malinowski said. “This is not a traditional `social media site,’ even though you can share files, photos and stuff. It’s really specific to the subject matter and expertise that officers want to divulge with each other.”


BlueLine has 100 participants thus far that are testing the social media site. To help users, BlueLine will mirror Facebook in look and features.


Bratton will market his social media site to more than 17,000 agencies to create a network.


David Riker, president of technologies at BlueLine, explained: “Our focus is to have a walled community where you’re verified and authenticated, so you have a safe form of communication with law enforcement, analysts and administrators.”


Those that join the network will have to prove themselves with multiple verifications to enter the network. There will be a secure data center that is in compliance with the Department of Defense (DoD).
