The European Union raised the spectre of sanctions against Ukraine's leaders after the death toll from the latest outbreak of street violence rose to 25, following a night of fighting which police made territorial advances in Kiev's Independence Square.
The EU called an emergency meeting of the bloc's foreign ministers for Thursday to discuss the violence, Jose Manuel Barroso, the European Commission president saying he expected "targeted measures against those responsible for violence and use of excessive force".
Such calls were echoed by a number of European governments, who largely blamed President Viktor Yanukovych for escalating the crisis by failing to engage in serious dialogue.
