NSA Can't Search It's Own Emails?

This is very curious. How is it that the largest and most sophisticasted surveillance organisation in the history of humanity (with brand new state of the art facilities) that collects and analyzes every phone call, email, text, and web search of virtually every human on earth cannot search the emails of it's own employees? They say their technology is too old and antiquated. Huh?
